Over the past 48 hours, the main topic has been the strengthening of Cheburnet in Russia. The authorities plan to double the budget for the internet filtering system: whereas previously about 32 billion rubles were allocated for three years, now it is over 60 billion. By 2027, annual funding could reach 20 billion rubles. The goal is to bring the effectiveness of VPN Cheburnet to 92% by 2030. The increase in costs is partly linked to a shortage of components for technical equipment.
At the same time, the Ministry of Digital Development is discussing with operators the introduction of a fee for international traffic. The idea is to charge for exceeding 50 GB on 5G networks. However, it will not be possible to implement this quickly: 5G traffic currently goes through LTE networks, and operators cannot separate the two. Experts warn that regular mobile internet could be affected. The average user consumed about 24 GB per month in 2025, so the 50 GB threshold is high, but those who share internet may exceed it.
It also became known that Russians have started using less mobile internet: in the second quarter of 2026, traffic fell by 6% compared to last year. This decline has continued for the second quarter in a row. Experts link this to security measures and Cheburnet. At the same time, fixed internet grew by 55%.
The oldest legal social network 9111.ru was added to the register of organizers of information dissemination. Now it is obliged to store user data and correspondence, and provide them to special services upon request. Non-compliance could lead to Cheburnet.
For XConnect users, this means that pressure on Cheburnet is increasing: costs are rising, and circumventing blocks may become more expensive or difficult. It is important to follow new rules and technical changes to maintain access to needed services.
